October 08, 2026 (Tehachapi, CA) When I started this page, it began as a biblical rebuke.
Church leadership living in ongoing, unrepentant sin. A pastor walking away from the Bible (literally) and leading a double life. Harm being done to the body of Christ and to unsuspecting people who only want to worship and serve God.
They had no idea what was happening behind the scenes. They still don’t. That is the narcissistic mask which Jeff Kaplan and the illegal elders wear.
But what began as a biblical rebuke has become something else.
As I continued to document and expose, a pattern emerged. Not just sin, but corruption. Deception. Concealment. Retaliation. Financial misconduct. And in my assessment, outright criminal activity.
Rebuking sin is one thing. Watching a pattern of fraud and breaking the law unfold is another.
Scripture commands us to rebuke unrepentant leaders (1 Timothy 5:20).
But Scripture also tells us that God has ordained the governing authorities as His instrument of justice. They are the sword for which those who practice evil should fear.
“For rulers are not a terror to good conduct, but to bad… for it is a minister of God to you for good. But if you do what is evil, be afraid; for it does not bear the sword for nothing; for it is a minister of God, an avenger who brings wrath on the one who practices evil.” – Romans 13:3-4
The sword of the law is not opposed to God. It is appointed by God. It exists for exactly this: to address what the church will not.
When criminal conduct has permeated and infected church leadership, and that leadership refuses to repent but rather increases the harm, the sword of God’s justice is not an overreach. It is obedience.
Therefore, my detailed complaint, and a significant amount of evidence has been submitted to the California Department of Justice against Shepherd of the Hills and its leadership.
This includes Jeff Kaplan, every member currently representing themselves as an elder, and other unnamed individuals who have played significant roles behind the scenes.
A substantial body of evidence has been submitted to Attorney General Rob Bonta, including…
- Internal communications
- Financial records
- Documentation, and far more proof that, when combined with the recent actions of Jeff Kaplan and the illegally-serving elders, demonstrates, in my assessment, a willing intent to deceive, to defraud, and much more
This was not a decision I made lightly. It was a decision I made because the harm has not stopped. It has continued. And it has been concealed.
This is not about vengeance. This is about protection.
People are still walking into that building. Still giving their money. Still trusting a leadership that has shown, over and over, that it will cover up and lie rather than confess and repent.
They deserve to know.
And if the church will not hold them accountable, the law will.
If you wish to file a complaint because you believe Shepherd of the Hills and its leadership have engaged in potential criminal conduct, you can file a complaint using the direct link from the California DOJ below:

“The conclusion, when everything has been heard, is: fear God and keep His commandments, because this applies to every person. For God will bring every act to judgment, everything which is hidden, whether it is good or evil.” – Ecclesiastes 12:13-14
