September 18, 2026 (Tehachapi, CA) Below is the truth about Shepherd of the Hills’ August 30th, 2026 public “business meeting”. For 1 hour and 40 minutes, on August 30th, Jeff Kaplan and the illegal elders lied to you.
This is a follow up to a previous article where I exposed the bylaw that Shepherd of the Hills, Jeff Kaplan, Dave Gilliam, and the rest of the elder board is now scrambling to try and change.

In just a few short minutes, I expose the lies from August 30th, 2026, and share with you the truth.
Lies are complicated, the truth is simple.

Among Many Items They Discussed: Changing two bylaws
The exact two bylaws I exposed as being violated for over a decade.
The first is the bylaw on mandatory elder term limits. The second is the bylaw on requiring outside financial audits.
Was I right or was I wrong?
If I was wrong, there was nothing to change.
If I was right, there is everything to change.
And they are trying to change them, unbeknownst to the congregation that they have intentionally violated them for more than a decade right under the congregation’s noses. They continue to violate these, willingly, to this day.
Here is what this means:
Dave Gilliam, Ben Wegner, and Tom Allred have each served as elders for 16 years, in violation of the bylaw requiring 3-year staggered terms with a 1-year absence and a re-vote.
Bill DeSilva has served 11-12 years. Michael Banton has served almost 4 years.
They were not supposed to be elders. They knew it. I brought it up when I served. They laughed it off.
Every decision they made, every vote they took, every dollar they touched, all of it was done in an illegal capacity.
That is called an ultra vires act, beyond their legal power.
It can void ALL insurance coverage. It can pierce the entire legal corporate veil. It can make Jeff Kaplan and the “elders” personally liable.
This is not a correction. This is a cover-up. And it’s intentional.
Changing the bylaws does not alter the past. It only changes the future.
And it looks like an admission of guilt.
If there was nothing wrong, there would be nothing to change.
They are changing it because they got caught.
The damage is already done. The fraud has already occurred.
And no bylaw change can undo it.
“The conclusion, when everything has been heard, is: fear God and keep His commandments, because this applies to every person. For God will bring every act to judgment, everything which is hidden, whether it is good or evil.” – Ecclesiastes 12:13-14
